The NCAA Football Rules Committee capped its annual meeting with proposals that would heighten the penalties for players who commit multiple targeting penalties in the course of a single season and alter the rules regarding the length of overtime games, specifically those that go beyond four overtimes. "The charge of this group is to see if we can make it better, make it safer," said committee chair and Stanford coach David Shaw.

Under the current rule, overtime games continue with alternating possessions that begin on the opponent's 25-yard line, with teams forced to attempt two-point conversions instead of extra-point tries after the second overtime.
