So the person who primarily caused the shutdown, now realizes the massive mistake he made and comes up with this as a way out?? Enough with the "cover my a$$" know nothing doctors. Sweden, didn't shutdown at all, and has fared as well as any other country in Europe using equivalent comparisons. COVID-19 is the flu x 2 take precautions, social distance, wear masks....but shutting down the world for it was a MAJOR MISTAKE!
