UNRWA must operate alongside a collective effort to help Palestinians achieve their political rights

Ms. Wadi seems to think that the role of UNRWA should be that of a cape crusader who can leap over tall buildings and apprehend Zionists while doing their dirty, colonial deeds to the Palestinians. She seems to think that UNRWA and its donors should make UNRWA play the role of an avenging prosecutor bringing Israelis into the dock and then off to prison. Her hopes and vivid imagination have been cast aside by the realities of life. Israelis are the indigenous people of the region. They are not colonialists of someone else's mother country or fatherland. Israel, Judea and Samaria is where the Jewish people originated and is their homeland. The Jews are revenants to their home land. They are not squatters on their own land.

Now it is not UNRWA's responsibility to weigh the proprietary claims of each side. UNRWA was to take on the needs of the refugees from the 1947-48 war. In this responsibility UNRWA has failed. It has failed to resettle and start these refugees in news lives. The state of Israel which took in more refugees than all the Arab States put together did resettle and rehabilitate its refugees in new lives in Israel. It did so by 1963 when the last Israeli transit camp closed. The Arabs, with UNRWA's assistance, meanwhile created a new class of Arabs called Arab refugees and submitted them to apartheid like treatment. In the West Bank and Gaza there were Arabs and refugees. The refugees were put into squalid refugee camps and kept there. They were treated like second class citizens and denied equal treatment in the Arab societies in which they found themselves. These camps exist today with their residents subject to substandard housing, medical services, poor water, sewer, electricity, employment opportunities, subject to violent infra camp violence from other Palestinians and treated like helots in camps in the Arab world. UNRWA could reverse its failures if it took on the task of resettling Palestinian Arab descendants of the 1947-48 war. Get them out of the ghettos in which UNRWA and the Arabs placed them. Make Arab countries and the Palestinians responsible to care for them. This should be UNRWA's primary task.
