In fact, the resolution gave both parties self-determination. When Israel accepted 181, it was not accepting just it's half, it was accepting the entire document. Israel was thus agreeing to accept a Palestinian state and self-determination for the Palestinian people. This resolution was the basis for recognition of Israel as a state, and it is still binding upon Israel's obligations today.
