California Man Suspected of Threatening Synagogue Free on Bond

Um, how can police say they did not find any "ammunition" when they simultaneously announced the seizure of high capacity magazines--empty on this occasion--camouflage clothing and reams of Nazi literature, in the possession of someone who made repeated terroristic threats? Is the court suggesting that bombs actually have to be lit in order to protect the public from wannabe terrorists who publicly announce their intentions to maim and murder? or is that "benefit of the doubt" only extended to those who pose a threat to "certain groups" and not other more "politically protected" groups.
